The 38th Infantry Division, nicknamed Cyclone is headquartered at Stout Field in Indianapolis, Indiana. It is one of the oldest of the Army’s divisions to have seen service in both World War I and World War II.

Activated in August 1917 as a National Guard Division from Indiana, Kentucky, and West Virginia, the division drew its personnel from Indiana and Kentucky. The 38th division arrived in Hawaii on 17 January 1944 and received further training and the duty of the defense of Oahu. Elements of the division trained in the Oro Bay area, New Guinea, from July to November then moved to Leyte Philippines in December. The Cyclone Division landed in the San Narciso province in Southern Zambales on 29 January 1945 securing  San Marcelino airstrip on the same day and the port facilities at Olongapo and Grande Island were captured on the 30th after an amphibious landing. The 38th destroyed an intricate maze of enemy fortifications in Zig-Zag Pass driving west of Olongapo while elements landed at Mariveles  on 15 February. Some elements pushed down the east coast road to Pilar to Bagac along the route of the Death March. The Cyclone division moved to Corregidor on 24 February to clear the enemy from the Rock. The units saw combat and Caballo Island on 27 March, Fort Drum on El Fraile Island on 13 April, and Carabao Island on 16 April. The 38th engaged enemy forces in the mountainous terrain between Fort Stotsenburg and Mount Pinatubo in Zambales on 10 March. The Division moved to the area east of Manila on 1 May assaulting enemy forces behind the Shimbu Line. The 38th Infantry Division continued mopping up enemy remnants in the Marikina area in the island of Luzon until VJ-day.

The mission to the Bosnia-Herzegovina was the first overseas deployment of the 38th division since WWII. Task Force Eagle soldiers contributed to the stability of the country allowing people to govern themselves and establish a healthy economy. SFOR 15 marked the end of U.S. involvement in Bosnia and SFOR 16 was cancelled. The U.S.-led element of SFOR in Bosnia, Task Force Eagle, came to an end during a disestablishment ceremony at Eagle Base 24 November 2004.
